Nashville's 2027 Metro election: the dates, the rules and a plan for candidates

Every Metro seat is on the ballot in August 2027. What the 2023 cycle tells us about the calendar, turnout and how to build a campaign that is ready on time.

Nashville's next Metro general election is Thursday, August 5, 2027. Voters will choose the mayor, the vice mayor and the Metro Council. How many council seats are on the ballot depends on a pending Tennessee Supreme Court case over a state law that would cut the council from 40 members to 20. In the mayor's race, if no candidate wins a majority, the top two go to a runoff about six weeks later. In 2023 the general election was August 3 and the runoff was September 14, so a mid-September 2027 runoff is the reasonable planning assumption until the Davidson County Election Commission publishes its official calendar.

The 2027 calendar: what is set and what to confirm

August 5, 2027 is the date listed for the 2027 Nashville mayoral election. Like August 3, 2023, it falls on the first Thursday in August.

The other dates follow patterns from past cycles. Treat them as planning estimates and confirm each one with the Davidson County Election Commission once it posts the 2027 calendar.

The 2023 filing deadline and runoff dates come from Ballotpedia, and Axios reported the one-week window to withdraw. The Election Commission says early voting begins 20 days before an election and typically ends five days before Election Day.

The practical takeaway: the qualifying deadline lands about 11 weeks before Election Day. If you are thinking about running in 2027, the real deadline for deciding is early spring, not summer.

Which offices are on the ballot

Nashville and Davidson County share one consolidated Metro government, so there is no separate county commission race. In 2023 the ballot included:

  • Mayor, elected countywide
  • Vice mayor, who presides over the Metro Council
  • Five at-large council members, elected countywide
  • Thirty-five district council members, each elected by one district

The council-size case

A 2023 state law caps metro councils at 20 members, and Nashville's 40-member council is the only one above that limit. After a split ruling from the Court of Appeals in 2025, the Tennessee Supreme Court heard arguments on whether the law can stand. If it is upheld, the 20-member cap would apply starting with the 2027 election, and Metro Planning has drawn maps for smaller-council options. Anyone planning a council run should watch this ruling closely, because it could change district lines and the number of at-large seats.

Metro races are nonpartisan, so no party label appears next to a candidate's name. That makes name recognition, endorsements and direct voter contact matter even more than in a partisan race, where many voters lean on the party label.

How the runoff works

For mayor, vice mayor and district council seats, a candidate has to win a majority to win outright. At-large council seats work differently: candidates can win outright with a much smaller share, and the remaining seats go to a runoff among the next-highest finishers. In 2023 only one at-large candidate won outright in August, and the other four seats were decided in September. In 2023 the mayor's race went to a runoff because, as the 2023 election record puts it, no candidate passed 50% of the vote in a large field.

Plan for two campaigns, not one:

  1. The August general. In a crowded race the goal is to make the top two, not to win half the vote.
  2. The September runoff. About six weeks in which the electorate shrinks, the field narrows to two, and every endorsement from an eliminated candidate is in play.

Budget, staff and volunteer schedules should cover both. A campaign that spends everything to survive August often has nothing left for September.

Turnout is low, and that changes the strategy

Turnout in Nashville's city elections is modest. In 2023 it was about 20.5% in the August general and about 23% in the September runoff, according to the 2023 election record.

When roughly one in five registered voters takes part, the electorate is mostly people who vote in every election. For candidates that means:

  • Know who actually votes. Build your contact lists from voter files filtered for people with a history of voting in August municipal elections, not every registered voter.
  • Field work goes further. In a low-turnout race a door knock or a phone call reaches a much larger share of the people who will decide it. Our canvassing guide covers what that costs and what it returns.
  • Early voting is part of Election Day. Many reliable voters vote early, so your strongest push should land before early voting opens in mid-July, not in the last weekend.

A month-by-month plan for a 2027 run

This is a general timeline for a district or at-large council race. Mayoral campaigns need to start earlier and raise far more.

Now through early 2027: decide and build. Talk to neighborhood leaders, current and former council members and the people you will need as early supporters. Register your campaign committee and treasurer under Tennessee campaign finance rules before you raise or spend money. Reserve your website domain and social media handles.

January to March 2027: raise money and recruit. Early money pays for everything that comes later: printing, photography, video, a website and paid ads. Recruit a volunteer lead and a small core team. Our political campaign budget guide shows how local campaigns usually split their spending.

April to mid-May 2027: qualify and launch. Collect your qualifying petition signatures with a cushion above the minimum, because signatures can be challenged. File before the deadline, not on it. Hold a launch event and get professional photos and a short video while the energy is high.

June to mid-July 2027: voter contact. Doors, phones, texts and mail, aimed at likely August voters. This is the stretch when most campaigns are won or lost.

Mid-July to August 5, 2027: early vote and Election Day. Remind supporters to vote early, staff the polls and run a get-out-the-vote plan for the final days.

August to mid-September 2027: runoff, if you make it. Re-contact your August voters, ask eliminated candidates for endorsements and keep spending focused on people who actually vote in runoffs.

What it costs to run

Costs vary widely by seat. A district council race is a neighborhood campaign. An at-large race covers the whole county, and the mayor's race is a citywide media campaign. Our guides on the cost to run for office and how to run for mayor or city council walk through the main line items, from filing to field to video.
